By decree of the Ministry of Magic, the following statutes are amended: Right to practice the art of magic as an individual in a public place: Suspended. Right to practice the art of magic in a group, club or organization in privacy or to the eye of public: Suspended. Right to teach the art of magic: Suspended.
All persons convicted of these crimes, or people who aid or associate with the convicted shall be condemned, of which length and form depend on the severity of such acts.

The practice of using the powers has been banned in organizations and in many practical uses. The Magically Incapacitated Beings—or, the M.I.B.s—are a step closer to discovering the secrets of the other world among them every day, and it is a risk that the Ministry is no longer willing to take. In order to prevent the compromising of their secret, they have issued a legal ban on group activities which touch on the magical element on things. They have ordered that all magical schools be closed to prevent suspicion.
So all have done so, save for one. In the city of Paris, France, L’École Magique thrives. Young witches and wizards who have been robbed of their training are coming in from all over the world to tame their rogue magic in this forbidden school. No one is denied a chance to claim the education which was taken from them, and so students are being accepted from all over into a culturally diverse building during the day, and, when school hours are over, the city of Paris is their plaything to move through as they wish, form their own lives in this exciting location. If their secret is discovered, what does it matter? C’est la vie. If their magic cannot be controlled and the school is closed, they still have Paris, don’t they? C’est la vie. This is the experience of a lifetime; a dangerous city, an illegal training, friends from all four corners of the globe.
